When making a low impedance measurement, the Two Port Method is the preferred way of making low impedance measures below 1mohm. However, if you clean the contacts of the BWIC (specified at 20 mohm to 600 kohm) and PCB, and use some shielding, you can extend the measurement of the BWIC down to 1mOhms or less.
