"Donbass Will Be Reborn", or "Arise, Donbass" was used as the national anthem of the Donetsk People's Republic from 2014 to 2015. The meeting was held in Donetsk on 14th November, 2014. It was presided by the oldest Aleksandr Malkov, then Andrei Purgin, founder of Social Movement Donetsk Republic, was appointed as chairman of the People's Soviet, and Denis Pushilin, former chairman of the Supreme Soviet, was appointed as co-chair.

I also found the first meeting of the Supreme Soviet, but it doesn't include the anthem.
