To create a private party chat on Xbox Series X|S, please follow these steps:

Press the Xbox button on your controller to open the guide.
Select Parties & chats.
Select Start a party.

Choose the friends you want to invite by selecting Invite more and selecting the friends from your list.
Once you have selected all the friends you want to invite, select Invite selected people.
