In Windows XP, Command Prompt still has the Classic theme, even when the Luna theme is set. This is because in Windows XP, Command Prompt is drawn using CSRSS which doesn’t support theming.
In Windows Vista, Command Prompt is also drawn using CSRSS which doesn’t support theming, but when using Aero, Command Prompt still has the Aero title bar, this is because the title bar is rendered by DWM rather than the theming service. Command Prompt still has the Classic theme on its scroll bars because the contents of the window are still rendered by the theming service.
When using the Basic theme, Command Prompt has the Classic title bar. This is because the Basic title bar is rendered by the theming service.
In Windows 7, Command Prompt does have the Basic theme in its title bar when the Basic theme is set. This is because in Windows 7, Command Prompt is drawn using Conhost rather than CRSS.
And Command Prompt also has the Aero scroll bar when using Aero.
Same in Windows 8 and later.
