GPU 0 is usually the integrated graphics and GPU 1 is usually the dedicated graphics.
Of course, there are some exceptions to this. Depending on your system, you may see the integrated graphics is listed as GPU 1 and the dedicated/discrete graphics listed as GPU 0.
If you only have one graphics processor, whether it's integrated or discrete, you will only see GPU 0. This is espcially case if you have an Intel KF processor. These CPUs don't have integrated graphics.
The reason why the arrangement of your GPUs is begin as GPU 0 instead of GPU 1 is because of a concept known as zero-indexing in computer science.
In zero-indexing, we starting counting from 0 instead of 1. Zero-indexing makes it easier for computers to do math. As such, the closer you get to low level machine language, the more you will see zero-indexing. Nowadays zero-indexing is popular in programming languages.
