it's a very common windows error "The program can't start because d3dx9_38.dll is missing from your computer, try reinstalling the program" - it often occurs due tp outdated microsoft direct X program, so the OS suggested solution is to update the soft, which definately a time consunibg process, but if you are in a hurry, try this equally effective process:

Part 1. Download d3dx9_38.dll from your trusted website.
Part 2. Extract d3dx9_38.dll to C:\Winodws\system32 (Winrar suggested)
Part 3. Similarly extract C:\Winodws\sysWOW64 (only 64 bit),
Part 4. Restart your device
