"The program can't start because D3DX9_39.dll is missing from your computer, try reinstalling the program" . If you are having this error code watch this video carefully. Before we solve this let's discuss the cause of this error. Basically it's due to failure of Direct X, as your computer's Direct X is outdated.
Developer suggested method is downloading and installing the the direct X, but the same developers suggested reinstalling before. and also you need a lot of time finding compatable version too. To fix 3 mins:

First go to google and Search for D3DX9_39.dll and download (.dll) from your trusted website.
Then extract D3DX9_39.dll to C:\Winodws\system32 (32 bit and 64 bit) and
Finally extract the downloaded dll to C:\Winodws\sysWOW64 (only 64 bit)and reboot
