Presently OTP based authentication of Head of Institute (HoI) has been implemented in Banglar Shiksha Portal (BSP) in order to finalize student beneficiary list in respect of Taruner Swapna Scheme.
Click on ‘Student Management’ menu -- go to ‘Finalization of beneficiary & certification’ sub-menu. On clicking ‘Finalization of beneficiary & certification’ sub-menu, an OTP will be generated in the respective mobile number of the HoI concerned which has been updated by the concerned SI/S and approved by the DI/S (SE) concerned and that will be valid for 5 minutes. This OTP has to be entered by the HoI in the online system in order to proceed further. Following type of screen will appear in this regard.
After entering the valid OTP in the system, a success message will appear in the screen as depicted below. It is also noted that in the top right section of the page, there is a button: ‘Wrong IFSC Student List’. On clicking on that button, HoI will be able to generate the list of students who have wrong IFSC in the system and which need to be updated first before finalization of the beneficiary list. HoI will have to ensure that there remains no such student beneficiary with wrong IFSC. Thereafter HoI will have to select the beneficiary list in order to finalize the same. If ineligible, concerned student need to be unchecked from the beneficiary list before finalization.
After due verification, click on ‘Finalize’ button. After finalization, HoI may avail the excel file of the beneficiary list for verification by clicking on ‘Excel Download’ button and after due verification he/she may download ‘Download Certificate Format’. That certificate format also to be verified. Thereafter that format need to be signed with office seal by the HoI and to be uploaded in the online system. Signed certificate will also be available at HoI login.
It is noted that if any dispute is detected after finalization (but before uploading certificate), that may be unlocked by the concerned SI/S if prayed for by the concerned HoI. After uploading of certificate, that may be rejected by the concerned SI/S for some specific reason or if prayed for by the concerned HoI. If the certificate is approved by the concerned SI/S, that is also to be approved by DI/S (SE) for processing of bills etc. Even after approval from the end of DI/S, that may be deleted for some issue, if otherwise required before creation of cart.
