Russia plans to toughen penalties for evading mobilisation, analysts of the Institute for the Study of War have said. Russian senators suggest that evaders should be held criminally liable. The Council of Federations also wants to punish contract workers more severely for desertion and failure to follow orders. Back in early August 2023, chairman of the Duma's Defence Committee, promised that in autumn 2023 the Duma would consider a law on punishment for evading mobilisation.
