You can get the Master Index Official Plugin for free: http://fumacrom.com/1611174/masterindex

All the Propylon Indices are in the same locations, no matter whether you have the plugin or not, however, without the plugin you cannot do the quest and you cannot receive the Master Propylon Index at the end.

You start the Master Index Quest by talking to Folms Mirel, the steward of Caldera Mages Guild, about work. Telasero Propylon Index is located in the dunmer stronghold Telasero, in a treasure trough.

You get 500 gold per every index you turn in. This was the final propylon index quest.
