The COVID-19 pandemic has exposed gaps in the governance, financing and systems needed to keep the world safe from epidemics and pandemics. There is an emerging global consensus around the need for an international treaty or other legally binding instrument, to provide the framework for a more coherent and coordinated response to future epidemics and pandemics. This video message was recorded for “Toward a pandemic treaty”, a meeting hosted by the O'Neill Institute for National and Global Health Law at Georgetown University, USA, a WHO Collaborating Centre for National and Global Health Law.
