In this video I show you how to animate and rotate an image in premiere pro CC 2021. First step is to place the image on the timeline. Next, click on the stop watch / toggle animation switch beside rotation in the effect controls panel.

Now set the rotation to zero, with your playhead at the beginning of the sequence. Now move forward to the end of the sequence and set the rotation to 1x and 00 degrees.
