Why did Po choose to Tai Lung but not Shen? Shen posed a serious threat, armed with an army and cannons. Po believed he had Shen defeated and ready to surrender, but Shen's actions led to his own demise before Po could make a decision. Without the cannon, Po likely thought he could have simply imprisoned Shen, who wouldn't be able to escape. On the other hand, Tai Lung was a different story. He had already proven himself a devastating force, escaping from a supposedly secure prison and defeating all but Po and Oogway. With Oogway gone, Po knew Tai Lung couldn't be allowed to escape and potentially kill again. Tai Lung had already demonstrated his ability to escape even the most secure prisons, and Po couldn't take that risk. Tai Lung was simply too dangerous to be left alive, posing a direct threat to Shifu, the Furious Five, and the Valley of Peace. Thus, Po made the tough call to ensure Tai Lung couldn't wreak havoc again.
