A young black lawyer, Jérôme Bonaventure, is arrested by police officers while he is riding a scooter without a helmet and on a sidewalk. Epileptic, he is seriously unwell in the cell.

Instead of calling a doctor as he requests, Brigadier Fontaine, racist and violent, insults him, molests him and tries to put a plastic bag on his head. Pelletier, a young recruit, ends up firing a shot and killing Bonaventure. Fontaine and Pelletier say it was self-defense. Kevin, a young drug addict just released from police custody, witnesses the scene. He flees the police station but is seen by Commissioner Gauthier, a militant racist. Moulin, warned by Sophie who knew the victim, urgently arrives on the scene but must leave the investigation to the IGS.
