Police are increasingly promoting the work of organisations which offer therapy to so-called 'low level' paedophiles, in the hope of preventing them from reoffending. One convicted paedophile told ITV Wales this kind of rehabilitation can work, while others, including the mother of murdered April Jones, disagree with the idea.
