This One Layout Trick Saved me Hours of time!
This was such a frustrating issue I had with the dimension tool in Layout Until you find out this one trick. Once I learned how to change the dimension tool inits in Layout I was off and running.
Once in Layout do the following steps:
go to "window" and select the dimension tool. then hit "length" and change it to the correct units. So simple. But I wasted so much time looking for this.
