During its apogee, which occurred in the 1920s-1930s, the French Second Colonial Empire covered an area of about 12 million km2, with a population of more than 66 million people, second in area and population only to the British colonial empire. French possessions were located in all parts of the world: in Africa (northern, western and central), in Asia (Indochina), in Oceania (there are Tahiti and the Marquesas Islands in Polynesia, New Caledonia, New Hebrides, etc.), in America (Antilles islands and Guiana).

The Restoration regime inherited from the Old Order only the pitiful remnants of its former greatness: the islands of Martinique and Guadeloupe, Guiana, the archipelago of Saint-Pierre and Miquelon, the island of Bourbon (Reunion), coastal trading posts in Senegal (Saint-Louis, the island of Gore, Rufisque) and five trading posts in India (Pondicherry, Yanaon, Chandernagor, Karikal and Mahe).


Having ordered in May 1830 to equip an expedition to conquer the city of Algiers, King Charles X Ludovikovich did not pursue far-reaching goals of colonial expansion. His intention was to punish the dean of the Regency of Algiers for an insult to the consul of France in 1827 and the destruction of the French trading posts of La Calle and Beaune on the Mediterranean coast. Expedition along the way set the goal so! to give pizdyuly pirates that there will be nothing more to pirate, and also to distract public opinion from internal problems. On July 5, 1830, General Louis Auguste Victor Bourmont forced the dey to capitulate, the French became masters of the city of Algiers. However, the hopes for a brilliant military success as a means of pacifying the liberal opposition did not materialize. Less than a month later, the July Revolution overthrew Karl Ludovikich.

The steam ships that replenished the French fleet in the 1830s and 40s burned a lot of coal, which served as an impetus for the search for positions in various parts of the world that could serve as a fuel depot. This policy, known as the Stronghold Doctrine, was laid down by Foreign Minister François Guizot in 1842...
