Cutoff and resonance are part of the component in the sound engine called filter. The filter is used to filter frequencies from sound. The filter sets a point which is called the cutoff point and based on the type of filter, the frequencies above or below it are removed from the sound.
There are different types of filters like Low Pass filter, High Pass filter etc. Low pass filter removes frequencies above the cut off point and passes those below the cutoff point. High pass filter removes the lower frequencies below the cutoff point and allows those above it.
When the sound is saved in the synthesizer/keyboard, the filter is set with a specific cutoff point. The cutoff control is used to modify it later without going to the sound mode. It can be used to modify it live as well. The cutoff control acts as an offset value on top of the filter settings.
When the cutoff control is used, it modifies the cut off point in the filter and some frequencies are removed. Using the filter cutoff, the sound can be modified easily.
Resonance is like an equalizer. it boosts the frequency at the cutoff point.
