This quest requires you to go to Suran and confront Elvil Vidron who claims to be Nerevarine.

There are three ways to solve this quest: 1. kill him, 2. convince him with Moon & Star and 3. raise his disposition to 65 and convince him he's not the one. (Note: If you have Morrowind Patch Project installed, you need to have at least the first disturbing dream for number 3 to work. Without the patch, it doesn't matter.)

After you have done one of these three things, return to Tuls Valen in Ald'Ruhn.
